The Elder Scrolls V: Oblivion won't load install menu?

I've just uninstalled it. I've been trying to reinstall it, but it just says "Loading Wizard install shield," or something of that manner. It will load for ten minutes and then tell me that I need the original disc, which is what's in the drive. Any ideas?
