Why do we not often hear proposals to address societal problems from a local and state level?

Because local and state level do not have the political power to enact any societal issues. That is ip to the federal government. Actually, taxpayers don't need any more do-gooders in government raising my taxes to give it to moochers and bums that don't like to work. That's called socialism.
